No success? there are various reasons. but Don’t waste your valuable time to find out the unknown reason. the urgent thing for you now is to get baclk your photos.
Now stop putting any new data before recoveyr to protect your original data.

Are we talking about the phone? Could be that the photo is in the phone memory rather than on the card. I don’t know how you tried to recover the file, but if you attached the phone to a computer via a cable and pointed the recovery prog at the phone as if it was a data storage device, it might have missed the card
If on the other hand your removed the card and inserted it into a reader to scan, the picture may not have been there – it might still be in the phone.
Or, the software might not have been up to the task. Worst scenario, the original file has since been overwritten and really is lost.
Assuming it is still there somewhere, see if either of the first two situations applied, and scan the right medium. If still no joy, go to amore comprehensive recovery tool. I suggest Paretologic Data Recovery. You cab scan with the trial version, which will try to find the file, but if it cannot, then you needn’t buy it; but if it does, it is worth the cash.
One other thing occurred to me as I was about to hit the Preview Button: what if the software found the missing file but it didn’t look like an image file? If it has been renamed or the name has been truncated as part of the delete process, it might not be obvious. If any files were found, try renaming them to match the name pattern of a “good” image file still on the phone, including the “tail” after the dot.
